Resourcing And Organization Development Specialist

Job Purpose
To support end-to-end recruitment activities to ensure timely attraction, sourcing, assessment, and hiring of qualified talents in line with business needs.

Roles and Responsibilities

  • Support end-to-end recruitment activities, including job posting, candidate sourcing, screening, interview coordination, to ensure timely hiring of qualified talent.
  • Partner with hiring managers to understand workforce requirements, participate in developing recruitment plans, and ensure staffing needs are fulfilled in line with business objectives.
  • Maintain and develop talent pipelines through proactive sourcing, database management, employee referrals, and engagement with external recruitment channels.
  • Coordinate recruitment assessments and selection processes, ensuring positive candidate experience and compliance with company policies and procedures.
  • Support organization development initiatives, including workforce planning, organization structure updates, job description reviews, and talent management activities.
  • Contribute to employer branding and talent attraction initiatives by participating in career fairs, university partnerships, and other recruitment campaigns to enhance the organization's visibility in the talent market.
  • Assist with Recruitment reporting and metrics: time-to-fill, cost-per-hire, source effectiveness, pipeline dashboards, manpower plan tracking. You mention HRIS proficiency and data analysis tools in skills but never ask them to produce anything with them.
  • Vendor and agency management: recruitment agencies, job boards, assessment providers, etc.
  • Blue-collar and technical hiring: cement operations hire technicians, operators, and shift-based roles through very different channels than white-collar.
  • Compliance with Egyptian labor law and local hiring regulations, plus Heidelberg Materials' own group recruitment standards and diversity targets.
  • Proactively Supports Health & Safety processes and procedures to achieve the company ambition of ‘0 Lost Time Injuries’ and to continuously improve the company's Health & Safety performance.

Job Qualifications
Education

  • Bachelor’s degree in human resources, Business Administration, or a related field.
  • Professional proficiency in spoken and written English.

Experience

  • 2- 4 years of experience in resourcing, organizational development, or related HR roles. 

Technical Skills

  • Proficiency in HR software (HRIS) and data analysis tools.
  • Knowledge of talent management best practices.
  • Strong understanding of manufacturing industry needs and operational roles.
